Procurement and subcontract support

Subcontract and supply decisions carry a large share of a project's commercial risk. CEACM supports tender documentation and bid evaluation, then the administration of subcontracts through payment, variation and final account.

What this covers

Tender documentation, bid evaluation, subcontract preparation, payment certification, variation review and subcontract final account support.

Deliverables

  • Tender documents and Bills of Quantities.
  • Tender analysis and subcontract recommendations.
  • Commercial review and risk notes.
  • Subcontract administration tracker: scope, payment certification, variation status, claims, back-to-back obligations and final account status.
  • Subcontract final account support.

When to engage

  • When preparing a tender or inviting subcontract quotations.
  • At subcontract award, to align terms with the main contract.
  • When subcontractor payment applications or claims arrive.
  • When subcontractor variations are not matched by instructions under the main contract.
  • At completion, to close subcontract accounts.

Questions

Frequently asked questions

What does back-to-back mean in a subcontract?

The subcontract passes down to the subcontractor the main contract's relevant obligations, so that the main contractor is not left carrying a risk it cannot recover. Notice periods and payment terms need particular care.

How should tenders be compared?

On the same basis: scope, qualifications, rates, programme and payment terms are normalised before prices are compared, and the differences are recorded so that the recommendation can be explained.

Does CEACM award subcontracts?

No. CEACM prepares the analysis and a recommendation. The decision stays with the client.

Can CEACM review a subcontract before it is signed?

Yes. A commercial review of subcontract terms against the main contract is part of Package D.
